Services, Inc.(PSI) provides case management
services to persons enrolled in the Temporary
Assistance for Need Families Program (TANF)
who have mental health and/or substance
abuse treatment issues. Comprehensive and
carefully planned case management interventions
are offered to alleviate barriers to self-sufficiency
that are often present as a result of these
mental health and substance abuse challenges.
TANF is a block grant program designed to
make dramatic reforms to the nation's welfare
system by moving recipients into work and
turning welfare into a program of temporary
assistance. TANF replaced the national welfare
program known as Aid to Families with Dependent
Children (AFDC) and the related programs
known as the Job Opportunities and Basic
Skills Training (JOBS) program and the Emergency
Assistance (EA) program. (DHH Final Rule,
1997). The State of Delaware recognized
that untreated symptoms of mental illness
and substance abuse present significant
stumbling blocks for an individual to successfully
achieve and maintain employment. The TANF
case management program offered by PSI represents
a comprehensive systemic intervention to
address these barriers to employment that
mental health and/or substance abuse present.
